Korea Nh Media Address

Giving new management in Europe, by Christopher Berardi

voted almost unanimously by the National Office and National Council of 28 February, the text was the starting base program of the Socialists in the European elections next June: I

New World, New Europe
A pressing need in Europe
Rarely the need for Europe has been so compelling: the challenges of today-the economic and social crisis, climate disruption, authoritarian tendencies of states, regional conflicts, armed all have international roots and require international responses. Much can and should be done in the regions and nations. But the European and global level is crucial.
Socialists are committed supporters of European integration. Because it has guaranteed peace, rule of law, democracy on our continent. But also because Europe is necessary for a great political economic and social reforms.

Where would we be if Europe did not, with Mitterrand, Delors and Kohl gave a controlled outcome the fall of the Berlin Wall which we are celebrating the twentieth anniversary? Where would Spain, Portugal, Greece, Ireland and many of our old industrial regions undergoing conversion if they did not massively benefited from EU structural funds? Where would we be today if we had not created the euro in 2000? If 27 national currencies clashed constantly shot at "competitive devaluations"?

A period of doubt
But let's face it, the French cross, and long a period of doubt vis-à-vis Europe. Significant advances, those undertaken in the field of European citizenship, on cultural exchange can no longer hide the sacrifices made chaired Barroso, who has seen the European institutions be won by ideas of economic liberalism. Even the Europhile of them struggle to find in the current path of the commission or the practices of right-wing governments, the promises of the founding European values. This disillusionment, and sometimes this confidence, are measured in abstention, polls, results of recent referendums. You can not fight this state of mind that a reorientation of European construction, which the Socialists are calling for a decade now.

The crisis of a system
We are now facing a turning point. The current collapse of the ideology and neoliberal policies, the complete change of historical context, allow us to reconnect with the ambition of founding: that of a political Europe, not only a carrier of a social model, but also an ideal of civilization.
crisis of exceptional gravity that affects us is not a natural disaster. It the crisis of a social and economic system-capitalism-financial neoliberalism that has emerged gradually, after the victory of Margaret Thatcher and Ronald Reagan in the early 1980s. Thirty years of deregulation, deregulation, liberalization, privatization of public services have led to the advent of an economy of debt and speculation, more and more unequal and vulnerable. That's what global capitalism and dominated by finance which opens today on the most serious economic crisis the world has known since 1929.
Supporters of free trade without rules of laissez-faire and the omnipotence of finance have seen collapse before their eyes a system of wage compression and speculation that threatens not only national economies of many countries, but also millions of lives because the financial crisis has led to the economic crisis, itself a prelude to serious social and political crises.
The year 2009 opens a new phase of international relations and perhaps in history. It is beyond the crisis of liberal economic system, characterized by the defeat of the American neoconservatives and the rise of a new administration in the United States, more ethical, more multilateral, more cooperative with Europe and more interventionist in the economy.
The twenty-first century must be that of a multipolar world, more just, more respectful of our environment and social rights. And it is primarily a European scale that we can work.

For a New Social Europe, green and prosperous
The EU must act to stem the crisis, return to the path of strong growth and sustainable job-rich. It's urgent. But it must also act to reform in depth the global economy so that such a disaster never happens again.
Europe must defend and deepen its democracy - rule of law and political democracy, of course - but also economic and social democracy that is its greatest asset and its main driving force. It should be closer to citizens.
It should strengthen dialogue and cooperation between peoples, to oppose the law of the strongest and the "clash of civilizations."
Social Europe and tax can not be more soul. It is the sine qua non for the continuation of the European project by the clear refusal of dumping. But
to reorient Europe, it must first send to Parliament in Strasbourg a majority of members left.

II damning the right
For it is not from the ranks of European right has dominated the last Parliament the Commission, Council and Parliament - 60% of parliamentary seats are held by Members Liberal and conservative populists that this new Europe will emerge. His record is overwhelming!

The right has not seen the crisis coming
Blinded by his liberal ideology, primarily devoted to defending the interests of its clients, the right does not see the crisis coming. She still believes the economic situation. She mocked the repeated warnings of the Socialists and rejected their proposals. It has weakened the European economy by supporting a Euro overvalued, by refusing to promote an industrial policy of European champions, lowering his guard against dumping tax, labor, monetary, environmental. Beware of arsonists yesterday, which would endorse today's costume firefighters.

Firefighters
denounce arsonists this imposture by facts. European Parliament, members of the UMP argued Directive Bolkestein, voted the "notwithstanding clause" on hours of work that extends the workweek to 65 hours! They voted directives deregulating utilities, and lastly, that the Post Office. They approved the 2007-2013 financial perspective, we apply a European budget in 2008 reduced to less than 1% of the wealth produced in Europe (the U.S. federal budget being 15% of that produced in the U.S.). They voted the "Directive of Shame", allowing immigrants to maintain for 18 months in detention centers, and even dared to oppose, alongside the FN, the Socialist amendment requiring member states to take primarily into account in every decision, the best interests of minors.
When he had to defend public services in the Services Directive, MEPs Modem, members of the liberal group, allied to the EPP, opposed it. They voted against the "ethical tax" penalty for the goods produced by forced labor of children and prisoners. Certainly, suddenly forgetting his odes to economic liberalism and the so-called "welfare market", the right went to the aid of banks and some industries with taxpayers' money. But his recovery plans are inadequate: 200 billion euros of which 170 are from the national plans of 27 Member States. While the Obama administration injected 800 billion dollars in the U.S. economy. They are also unfair: it lacks the social component without which they are unbalanced and lacking efficiency.

Giving Europe the right to alternate
is the record from the right. And should remain the same as in control? That Europe continues with President Barroso? A man whose right liberalism economic conservatism and the Atlantic are more to prove. Was he not the architect of the Conference of the Azores, comprising Europeans favor of Bush's intervention in Iraq? Well no! A new era begins with new requirements.
should give another boost to our Union. The new world price and the economic crisis make obsolete the historic compromise with the right in the European construction. Europe has the opportunity to achieve a new democratic maturity. It should. Universal suffrage, obtained since 1979, does not debate whether the data are not clearly established. It also the way that we bring Europe closer to citizens.

III The Manifesto of the socialists in favor of another model of development
If there is nothing to expect from the Right, the hope, left, is there. While right-wing parties in Europe are unable to agree on a coherent response to the crisis, all PES parties have established an ambitious program to build another Europe: the Manifesto "Citizens First A new direction for Europe "adopted by the PES on 1 December 2008 in Madrid.
Socialists European social democrats and engage in it together so strong to revive and refocus the EU towards a Europe of voluntary, social, ecological, democratic and more integrated. A New Europe that protects its citizens, preparing the future work to better organization and better governance of the world.

an ambitious plan for European recovery
To overcome the crisis, the Socialists propose a real plan to boost activity at the continental level, by acting on both the investment and consumption. Domestic demand is the main engine of growth in Europe. It is not only to better coordinate national plans to ensure they are more "cooperative", but to integrate them into comprehensive action to play the European leverage.
With all the socialists in our continent, we propose to implement major capital works and community infrastructure trans-freight rail, TGV, river and sea transport networks, broadband Internet-financed by government borrowing Surveys by the European Investment Bank.
This recovery strategy is also an opportunity develop "green economy" by investing heavily in new energy sources and energy-saving heat insulation of housing and the high standards of environmental quality, notably to support SMEs building.
It will also substantially increase our research effort, innovation, education and original throughout life in order to fully enhance the work and pay the Europeans to increase our production in high-tech industries and services with high added value, make full use of the "gray matter".
And yet, promote industrial policies, trade, monetary Commons to defend and strengthen the weight of the European economy in the world. The EU should revisit the Lisbon strategy and now consider that the protection and development of its traditional industries should be among his priorities as well as investment in green economy, high-tech industries and services with high value. We want to maintain and develop a comprehensive industrial base, essential to the fight against relocation and return as soon as possible to full employment in Europe. This
win the battle for a new development model, a new social, ecological and continental. This revival by investing in each Member State and European Union level, will create 10 million jobs by the year 2020, including 2 million in the renewable energy sector alone.
For a European Pact for social progress
The debate is not so much whether we would be supporters or opponents of protectionism but to determine what interests we wish to protect. In contrast to the right and the Liberals that promote and finance the pension, we would encourage the production, investment and new wealth distribution more favorable to labor.
With all the European Socialists, we propose a "European Pact of Social Progress" to ensure that all retirees, unemployed, unskilled workers, a decent income and social protection. Minimum wages in all Member States, for which we should reach 60% of the median wage in each country, a step towards a European minimum wage and a directive to ensure the integrity of public services, increasing the effort of Education ; Improving European legislation guaranteeing workers' rights (collective agreements, hours of work, posting of workers, the status of young trainees, ...).
All these measures will be accompanied by a set of structural reforms. With all the socialists in our continent, we propose to reform the international financial system for financial markets to serve the real economy, employment and growth. To put an end to tax havens and the evasion of taxes; of making Europe the world leader in the fight against climate change climate and in defense of the environment. To ensure both quality and food safety through a new CAP, and the common fisheries policy, to ensure gender equality in pay and career progression; control in respect of our values of the migration flow and the reception of immigrants, to promote cooperation finally - and not the clash of civilizations. For this, we are committed to reform and democratize the multilateral international institutions, in partnership with the new Democratic administration the United States.
The French Socialists and complement clarify this common platform proposals that are important to heart and are shared by many PES parties in Europe:

- Increasing the budget of the Union, with its own resources to give full effect to the policies solidarity and preparing for the future.
- Recognition for the EU the right to raise loans to finance its large investments in the long term.
- The harmonization of tax systems, starting with those companies to fight against dumping tax and social dumping, which is necessary to stop abuse of relocation within European Union.
- the definition of a policy of fair exchange, a European trade policy adjusted to allow both our industries most exposed to preserve their jobs by modernizing, the least developed countries continue to grow, and international labor standards and environment to apply in production processes.
- The coordination of economic policies made more necessary by the weak dollar, the yuan and the yen still insufficient and the redesign of the Stability Pact.
- A strong Europe with a real European defense, not that subordination the integrated command of NATO and Nicolas Sarkozy of France imposes.

On all these issues, the French Socialists continue their fight with energy, but lucid, they will pay particular attention to new strategies for implementation, yet under-utilized in the Union.
Thus, if the negotiations for what we stand for, stumbled upon the veto of a few States, we would support the commitment of "reinforced cooperation". These "hard core" offer a framework for States to pioneers eager to go further and faster in the European construction leaves to be joined later by others, as was the case for the euro.
is possible in research, energy, clean transport, telecommunications, bio and nanotechnology as well as Defence. It is finally possible and especially on the harmonization of taxation and social.
On this last point, we also believe that we would win to strengthen the institutionalization of a genuine European social dialogue, as an alternative mode of decision making that restore momentum to social Europe.
The project of a political Europe has always be the socialists. The reality of economic and social capacity of the European Union is measured by its political reality. Liberal norms imposed on Europe's Stability Pact or the restrictions on state aid have failed to address the depth of the crisis! The institutional bickering are out of season because the agenda of the new term is economic and social development. The Treaty of Lisbon is a given, but not limited ambition of socialist Europe. The collapse of financial liberalism reduced the controversy between the European Socialists on the respective roles market and public power in the economy. The new convergence

coded by the Manifesto for a strong and Social Europe is a turning point. There is now an opportunity to give his seat at the political heart of Europe and to fully assume the split with the right thwarted a bid Barroso and, hopefully, having a common candidate from the PES Presidency of the Commission can lead the entire left and embodying the new course that Europe needs.

IV With the Socialist vote, the Europeans can change Europe

To regain the confidence of the people and restore strength to the European project, we want to build a new Europe, the first economic and social democracy in the world, the fulcrum of a new political community and leverage another globalization. A strong Europe, a Europe of results, which implements ambitious common policies. We must also convince the national drop like free trade without rules, are both dead ends and not solutions to our ills. The protection and promotion of our citizens must go together.
In the June elections, the people of Europe want to punish the majority outgoing right, rightly regarded as responsible for the crisis.
We urge them to do, not by voting for those who only want to protest, testify. But for the determined opponents, the European Socialists, who will have shown themselves capable of offering them a credible response, driven by a new political majority, to end the crisis. To mobilize also for a radical reform of our society.
With its 220 members, active in all 27 EU states, armed with a genuinely progressive manifesto, PES is the great strength of alternation that can change the course of our Union and thus be at the rendezvous of history.

Changing Europe, it is necessary to fight the right, it is feasible, giving new meaning to Europe with the European left, it is possible.
